Panduan Untuk Mengisi Borang ICC-1 Panduan Untuk Mengisi Borang ICC-1

Semua permohonan untuk menubuhkan projek perindustrian di Sarawak mesti mendapatkan Permit atau Sokongan daripada "Industrial Coordination Committee (ICC)":

i.   Permit  (sekiranya modal berbayar kurang daripada RM2.5 juta dan mempunyai pekerja sepenuh masa kurang daripada 75 orang) atau

ii.  Sokongan (sekiranya modal berbayar lebih daripada RM2.5 juta dan mempunyai pekerja sepenuh masa lebih daripada 75 orang) .


Bagi projek yang melibatkan modal berbayar kurang daripada RM2.5 juta dan mempunyai pekerja sepenuh masa kurang daripada 75 orang, pemohon mestilah mengisi borang ICC-1 secara online dan menghantar 3 salinan dokumen sokongan yang telah disahkan oleh Pegawai Kerajaan ke:

Bagi projek yang melibatkan "shareholders’ funds" lebih daripada RM2.5 juta dan mempunyai pekerja sepenuh masa lebih daripada 75 orang, pemohon mestilah mengisi borang ICA dan dihantar ke:

The manufacturing permit and support letter are granted by the ICC. Manufacturing permits issued by MID and Manufacturing Licenses are issued by Ministry of International Trade and Industry (MITI).

Every application must also apply for  Preliminary Site Assessment Form (AS PAT 1-12) provided by Department of Environment (DOE).

All application for manufacturing projects must be on industrial land. A copy of land title must be certified by the Secretariat. For rented land, the tenancy agreement must be signed by two directors and stamped.

For  companies applying for Manufacturing Permit, the documents required are:

A.   All Type of application

  • Signed Copy of covering Letter
  • Company Profile
  • Project Brief and Flow Chart of Process
  • Valid Trade License (Borang1)
  • Latest Extract of Land Title or Power of Attorney or a copy of SPA     approval (if Land Title is not available)
  • Verified Tenancy Agreement with Stamping or Sublease Agreement (if renting)
  • Sales & Purchase (S&P) Agreement (if bought the land)
  • Locality Plan with landmark
  • Site Plan
  • Layout Plan
  • Copy of AS PAT 1-12 Form or Letter of Support from DOE

B.   For Sdn. Bhd/ Berhad Company

      Registration of Incorporation from SSM:

  • Memorandum & Articles of Association (MAA)
  • Form 9
  • Form 24
  • Form 49

C.   For Sole Proprietorship/ Enterprise (For Manufacturing Permit only)

  • Registration of Company from District Office
  • Extract of Registration of Business Name

D.   For Land Application

  • Latest SSM Form 24 with Paid-Up Capital at lease RM100,000
  • Proposed Layout Plan (to justify size of land required)
  • Drawing of The Proposed Factory
  • Banker’s Reference (for new application) or
  • Latest Audited Financial Statement (for Existing/ Expansion/ Resiting application
  • Any other relevant documents            


The approval granted by the ICC and the Manufacturing License issued by Ministry of International Trade and Industry (MITI) is for the project only and not inclusive of other approvals required by other approving authorities.

The company shall make separate application for other forms of approval, permits etc. from the following relevant Authorities before commencing with factory construction/ machinery installation/ operation:

  • Machinery layout  and types of machineries –Department of Occupational Safety and Health (DOSH)
  • Building plan – Local Council/ Fire Departmant/ Divisional Land & Survey Department
  • Operating Permit for wood-based industries (sawmill) – Forest Department
  • Operating Permit for wood-based industries (downstream processing) – Sarawak Timber Industry Development Corporation (STIDC)
  • Health & Food production – Sarawak Health Department
  • Livestock processing – State Veterinary Authority (SVA)
